I didn't see RT say anything about "impose," but I'd be willing to bet that the people her secretary is targeting haven't given much thought to the danger to their beloved pet.

If RT's secretary "targeted" me and told me to "stop running [my] pets", I'd take that poorly.
I'm not sure why RT's secretary believes she has my pets best interest at heart and that I do not. That seems like an imposition.
I hear more bullshit about the breed of dog I own from well-meaning people at the dog park. I assure you, I know more about my dogs than RT's secretary does.
