I think it may vary by operating system. For me on my Dell with Windows XP (I know, but it works), I get a pop up after I hit the little globe/chain link that asks for the URL. When I enter it, then in the actual reply box, the URL is highlighted and that's where you put the words that become the underlined link. Other than the fact that I changed the [ and ] in the code to < and >, it looks like this:
<URL="http://www.google.com/">highlighted URL here becomes your clever phrase</URL>
