Mostly, but Minnesota adopted gay marriage via legislation the summer after having rejected a constitutional amendment to ban it at the prior election. Hawaii had adopted it by legislation years before (2009, because I just Googled; ETA my memory of that Googling was wrong, it was 2013).

Off the top of my head I can't think of others, but there might have been.
