You needn't be competent, as you can always blame someone else for a failure, and the revolving door pays nicely. What's to lose? It's a perfect career for the sort of person who doesn't want to be measured with exact, objective criteria (profit/loss, growth, etc.). The only places where an incompetent can more easily bullshit people into the belief he's got some value are academia and HR.
