That was written back in 2014 as part of a promotion of his book on issues we should revisit in the Constitution. I think a lot of retired justices make speeches and the like, but I don't think a lot have published books on their jurisprudence.

As I said on FB, the problem isn't the constitution keeps invalidating gun control laws as being over broad. The problem is we have no gun control laws passed.
