In the trial what is the supposed test?
Like say the House says "we think he did X. So impeachment."
does a senator vote "X was proven so he is out?" Or can a senator say, "X doesn't matter?"
I mean what is em supposed to do as set forth in any rule. I understand a judge can decide however they want.
