The presidents looked at the ground for a second, then one says, "Sure, tee it back up."
It was weird, but definitely a show of power.

Was it a scramble or something? Was your foursome competing against another foursome? If not I can't imagine how or why this would be weird. You want to take a mulligan when there's nothing on the line, go for it. Who is going to care?
