Tax and maid question

We hire a maid to come by every so often. She usually brings a couple folks to help. By the end of the year, we'll probably go over the tax threshold ($1400?) in payments, but it's for 3 people or so, even though we make out the check to the head person. Assuming I want to comply with the law, must I withhold taxes and/or pay social security, or may I consider the payments to be to three people, so that the total for each is below the threshhold?

And, to spice things up, assume, regardless of relevance, that one of the three also provides sexual favors instead of cleaning.
