'ATLANTA, Georgia (AP) -- The state's school superintendent has proposed striking the word evolution from Georgia's science curriculum and replacing it with the phrase "biological changes over time."'

You can't replace "evolution" with a phrase that means "puberty."

By the way, the headline reads: Georgia considers banning 'evolution'.

You take those quotes out and you've got yourself a headline (although maybe not a newsflash).
