Someone in Canadian PR is asleep at the switch, I tell you what. I'd be afraid to go to Manitoba in January, and it can't possibly be closer to its nearest pole than, say, Johannesburg, which is worth avoiding for quite different reasons but always seems, um, tropical by comparison to Victoria, Toronto and Regina.

Jo-burg is much closer to the ocean than Regina is. The wind has many, many kilometers to get nasty as it whips down to Regina.
