What is the rule on preemptory pardons? Can someone be pardoned if they haven't been indicted yet If not, I'm happy with the grand jury taking its time.

I've noticed that the Plame affair and the Chalabi scandal have taken a back seat to the Scott Peterson trial on fox news. If W manages reelection, maybe Peterson will receive a pardon.
