Utah governor tapped for EPA administrator: Activists criticize nominee; business groups applaud

WASHINGTON -- President Bush on Monday nominated Gov. Michael O. Leavitt, the three-term Republican governor of Utah, as the new administrator of the Environmental Protection Agency, opting for a Westerner and veteran of that region's volatile land-use debates.

The nomination drew mixed reviews and appeared to signal that the president was distancing himself from efforts to placate environmentalists, reaching out instead to corporate interests and his conservative base......
