A few years ago, someone launched a "Houston: It's Worth It " campaign that highlighted all the sucky parts of the city (sprawl, humidity, mosquitoes, etc.) to point out that despite the unattractive parts that the chamber of commerce and tourism boards try to gloss over in their material, people actually do rather like living here.  Maybe something similar?  
 
(Now, the city is running a "My Houston" campaign.  Jim Parsons from the Big Bang Theory did the most recent video.  My brother is in the niche "My Gay Houston" campaign.  This campaign downplays the possible negatives of the city.)
