There's an ice-house here called Beavers that had one of the most amazing bartenders I've had the pleasure of ordering a drink from. IIRC, the Petre Principle has to do with the tendency of people to rise within an organization to the level of their incompetence, at which point they become firmly stuck and can only be dislodged with potassium nitrate.
