Why is the host nation seeded (if they don't otherwise deserve to be)?  I can understand placing them in a specific pool so that their games can be allocated to, say, Cape Town and Johannesburg. But couldn't they just be pre-assigned to Group A (or whatever) with a seed drawn into that group as well?
