Yes, I think those wins mean there's no chance. Unless the FIFA seeding committee decides to seed France as if it were Ireland.

Why is the host nation seeded (if they don't otherwise deserve to be)? I can understand placing them in a specific pool so that their games can be allocated to, say, Cape Town and Johannesburg. But couldn't they just be pre-assigned to Group A (or whatever) with a seed drawn into that group as well?
