I don't get it. Why would he turn around? It sounds like a two way street that narrows from time to time so only one car can pass at a time. My residential street is like that.

To park. He drove up the street, the only parking space was on the opposite side, so he parked facing the wrong way. If the street were really narrow, it would make it that much harder to turn around, making it that much more irritating that he got a ticket for parking the way he did. |

WTF? It's a narrow street. There are cars parked on either side, and room enough in the middle for one lane of traffic, not two. Not uncommon in this area. If you park on the other side, you're just pulling from the middle over to the right side, as you would on a one-way street. If you're on this street and a car comes from the other direction, someone has to pull over to the side somewhere.
