You are incorrect that the only outcome of a special counsel investigation into criminal behavior is a criminal prosecution. So what he's really engaged in is Obstruction of Possible Impeachment.

No, the investigation that we've seen evidence that he obstructed was of Flynn. The NSA was/is not a potential target of impeachment.

His justice department is re-upping the war on drugs. It's effectively ending civil rights enforcement. It's not investigating and rolling back remedies on police department. Immigration. That stuff actually matters to people's lives.

And the senate is probably about to stealth pass a health care bill that's going to cost people their lives and/or livelihoods.
