I think that the reason most cultures don't eat rats or any other carrion animal unless absolutely necessary goes back to the health issues that dominate a lot of the dietary laws.

But we do eat such animals - shellfish and halibut, for example, so you are back to any of our general eating taboos being culturally random and not based on some sort of universal field theory on why Fido ain't good eating.

The French eat horse. Apparently, University dining halls serve a lot of it because it is high in protein, low in fat, cheap, and readily-available.
