Thoughts:
1. US Citizen/resident or not? If yes, then 2 *will* work.
2. Consular office (generally? always?) have a notary available, so they can notarize a document of, at least, US citizens.
3. Generally speaking, the filing needs to be in english, so if the local language is not english, you wouldn't be able to use a local notary w/o additional hoops.
4. I'm, sure someone else here can give a complete answer.

I know a couple of mediocre ones, but my advice to friends is that unless you're in the CCSF, you'll experience more benefit from having the most recognizable one in your county courthouse than having the "best" in the Bay Area. That's because assets are all done by formula, but custody is where the action is, and credibility is more important than skill on the one issue that's in play.
My 2 cents. I've never been divorced.
