what makes a "bill" something he can't have emailed to him and signed where he is? obviously something, because Bush had guys flying them around, but can't there be separate signature pages?

I didn't read it, but here's a long office of legal counsel opinion on having someone else sign on the prez's behalf. A quick scan suggests it doesn't directly answer your question though.

I'm fairly sure you wouldn't a GP at your firm something this full of holes. How much time before you can get us an answer?
