I like the look of the BMW. I've known a couple of people who got the electric Fiat, mainly because they are basically giving them away down here, but I'm guessing that might be too small for you? I've heard good things about the Leaf. No knowledge of the VW at all.

The Fiat is super cute but my kids have outgrown its (notional) back seat.

Buy a used, tiny electric solely for commuting and a real car for your kids.

BTW, why at this point do states let hybrids and electrics into HOV lanes? Shouldn't the real concern at this point be congestion rather than emissions?

Why is congestion a concern separate from emissions? That is, if congestion came without emissions, I don't see the policy problem as it imposes a time cost that creates a positive incentive toward density, which should be the goal.

Otherwise I have nothing to add on this issue. I do, however, have plenty of thoughts regarding how awesome Sutton Foster is in "Younger" - a new (ish) show on TV Land that one of my wife's friends encouraged her to watch.

I had some skepticism because Darren Star is the creator or executive producer or something, and later SATC episodes and the second movie were, um, Not Pleasing to me. But the show is well-done and funny without being stupid despite the fairly unbelievable premise (Sutton's character, a suburban divorced mom with a college aged daughter, pretends to be 26 to get a job in publishing).

The HOV policy was originally designed to promote carpooling. It was then expanded to included low-emission vehicles to promote their adoption. But adoption of LEV/ZEV doesn't really need independent encouragement at this point.

If I understand your question, which I don't quite, on emissions there are potentially 3 LEV/ZEV cars in the HOV lanes for each car they could otherwise take off the road (if those drivers carpooled under HOV-3 rules). That could lead to a net increase in emissions (whether tailpipe or powerplant)
