But the suggestion that PD work would make defense lawyers better at what they do doesn't hold much water. The best defense lawyers I saw were ex-prosecutors. PDs are overworked and too often forced to wing a large part of their cases. If I were in the can and needed a ringer, I'd get myself an ex-AUSA.
I wouldn't think PD work would make defense lawyers better. Mandatory PD work might raise the quality of defense of the people who have PDs, though.

On 1, true--they're already doing it. Besides, a lot of places (well, at least one--DC) has a defense bar that to some extent relies on a steady stream of CJA cases to keep it going. The PD doesn't take some of the cases, for example because of conflicts (such as the defendant is suing the PD for malpractice, or the defendant is charged with assaulting a PD).

On 2, perhaps. Or it would get a lot of private defenders mailing it in. I don't think I've ever met a PD who doesn't care about their job. Why would you take the job if you didn't care? Their problem is resources and workload.

Less. are you announcing or leaving- or do you assume the difference will be about an hour- you're going to another firm, they might want you to stay a week.

And it may get some extra health coverage paid for by the company (the last place I left paid the firm's portion of the premium each pay period, so by working one day in the pay period I got an extra 14 days of coverage at their (mostly) expense.
