When we get a huge downpour here that overwhelms the sewer system, the city may let the storm water runoff into Lake Michigan to prevent people's basements from flooding. Sometimes results in beach closings for a day or two when they have to do this due to bacteria.
The Chicago area generally has separated systems, and the actual "sewage" isn't released, ever. The runoff drainage system is "cleansed" to a lesser degree than sewage normally, but its the drainage system that is opened in a storm.

In the late 80's era, the EPA was actually mandating inspections in some suburbs to ensure that people had sump pumps which weren't feeding into the sewage lines ( and thus overloading them during a storm).

There is an excellent chance that it is sewage. Once the flooding starts, you don't know what else gets into the river. Especially in places like DC where the storm and waste sewer systems are one in the same.
