Look, I don't care if you want to crawl in between V.&D. and do the fluffing, but if you're approach to this is to fanboy Putin instead of focusing on his hacking of the election and the PEOTUS' dismissal of it, don't expect a whole lot of 2s.

.

Isn't that the point?

There's no downside for obama. He sets up trump to take the bait, which he has so far, or Trump avoids it and he's out nothing.

I don't understand "setting up" the next President. For what?

There's no bait being offered. Obama legitimately wants to punish Russia. Trump will undo many, most, possibly all of his sanctions and pay a small, if any, political price for it. His base likes Putin!

He'll piss off some of the GOP Congress. But that'll be minimal. The Lindsey Graham part of the GOP is in exile. No one cares what they think.

Not if Trump does it decisively. Obama assumes he's dealing with other politicians. Trump and Putin aren't on his chessboard, and he cannot force them to play by the customary rules.

If Trump spits in his and the GOP Congress's eyes on this, it'll be terrible precedent. "Unpresidented," as Trump would say.

When a thing's done well, it's credited. Regardless of actor.

Perhaps because the new President is openly cheering on Obama's adversary, Putin? Obama is entitled to take any action he likes to thwart enemies of the state until Jan. 20.

What Putin did essentially confirms the hacking. So we all have that.

I am curious about something, though. Has it even entered your mind that Obama might be acting out of his own longer-term sense of what is best for the country, rather than how he might win the headlines? To call your posts myopic would be kind, because it would suggest some vision is involved.

The GOP Congress is primarily scared of Trump.

I've become frustrated with finding out the "truth" about most anything on the internet. What is it likely Russia did?

1 Hacked and leaked actual email that Hil should have been more careful about? (still wrong but just trying to understand)
2 Made up shit and leaked it?
3 Something else?
4 Actually actively changed votes somehow?

1 - yes
2 - yes
3 - surely yes (but 1 and 2 are the big ones)
4 - no

"Something else" is a very broad category. It's pretty clear that Russia has armies of Twitter accounts, but I don't think that's really in the same league as 1 and 2.
