"How can you defend this incompetence" is a question I never get asked in real life, because real life doesn't have pat answers. You'd think a guy who represents insurers would be more circumspect in playing the "Your clients suck" game. Meanwhile, "my clients" make his entire job possible. I would prefer he just say "Thank you" and went on his way.

just extrapolating from Penske's pms, but I don't think the GC of Virgin is at cocktail parties with people who fly commercial.

Completely agreed on the excess of shite here. I suspect Atticus is a pretty damn good civil servant, and he is right that I'll take my local government over my friendly insurance company for both customer service and thoughtful product design any day of the week.

Still, doesn't his penchant for being handcuffed to a radiator while a female cop works him over with her billy club suggest an unhealthy attitude toward authority? Is that what his people really deserve?

No I think in a later scene they just kept some. After all the hassle they went through when some $ just fell in a pocket of the trunk, they figured what the heck.
