 |  Apparently*, he had previous issues with timely payment of nanny withholding.  The housekeeper issue was that her work visa expired--this I think of as a total non-issue.  
 
Also, as to housekeepers, if they bring their own equipment, then they are independent contractors.  If they use your cleaning products, paper towels, mop, vacuum, then they are an employee.  If you pay less than $1700/YEAR (in 2009), then you need to report their income and pay FICA.  Pre-94, the threshold was $50 in any one quarter; it went up to $1000/year in 95 and has inflation-adjusted in $100 increments several times since.  This limitation is broadly ignored, as in many, many areas you can't find a "cleaning lady" who will work on the books--you need to use a service (they suck, in my experience) and then there's no question of employee/contractor anyway.
