Apparently*, he had previous issues with timely payment of nanny withholding. The housekeeper issue was that her work visa expired--this I think of as a total non-issue.

Also, as to housekeepers, if they bring their own equipment, then they are independent contractors. If they use your cleaning products, paper towels, mop, vacuum, then they are an employee. If you pay less than $1700/YEAR (in 2009), then you need to report their income and pay FICA. Pre-94, the threshold was $50 in any one quarter; it went up to $1000/year in 95 and has inflation-adjusted in $100 increments several times since. This limitation is broadly ignored, as in many, many areas you can't find a "cleaning lady" who will work on the books--you need to use a service (they suck, in my experience) and then there's no question of employee/contractor anyway.

Quarterly taxes are paid on the basis of either last year's taxes or your expected taxes for the current year. If your employer (or partnership) reduces your draw based on an expectation that you will have tax liability, isn't that just a screwey draw arrangement?
