As the guy probably started fleeing when he heard the sirens approach, it wasn't clear to me that any particular period of time was necessarily implied.
And since it is e/o, I would not be surprised if she thought any period of time longer than a few seconds is an outrage.

 | Subdue, rape, stab to death . . . a minimum of ten minutes, right? Probably closer to 20. Yes, I would expect the police to arrive in fewer than 10 minutes if someone were breaking into my house while I were inside.

From the time the call comes into 911, they should be dispatching a car in the area, which should take no more than 5 minutes. I do live in a ridiculously well policed area because there is a substation within a quarter mile for police and a fire station with emts also in the neighborhood, but it should be, anywhere, call the cops, the cops come.

The OddMan is a first responder now and there are sections of our metro area that are a good 20 minutes from assistance because they are so rural. That is not ncs's area, which should be well-patrolled.

You are damned right I am outraged, but I am equally outraged about cities that have to have environmental justice managers because utility companies do not supply basic utilities to poor areas and that I had to present testimony to a legislative committee because a telecom refused to provide broadband service to minority businesses. |
