The question, of course, is how far you go to achieve that priority, in terms of both how much death and destruction you are willing to inflict and how much you are willing to compromise the military objective. What surprised me was the testimony that the presumption was that there were no civilians in areas the military entered, and essentially the "shoot everything that moves" strategy. |
