Really, you're surprised? Isn't this exactly what was being reported from Gaza by just about every correspondent there?

Here's the sentence that really highlights how unsurprising this is: "They suggest that an overarching priority was the minimisation of Israeli military casualties even at the risk of Palestinian civilians being harmed." Like, duh, right?

The last part didn't surprise me. I think most military operations has that same overarching priority, of minimizing their own casualties. The question, of course, is how far you go to achieve that priority, in terms of both how much death and destruction you are willing to inflict and how much you are willing to compromise the military objective.

What surprised me was the testimony that the presumption was that there were no civilians in areas the military entered, and essentially the "shoot everything that moves" strategy.

That was more or less our strategy in the opening round of Battles of Fallujah. It embittered the town against us and made it three times harder to take. It may well have planted some of the seeds whose stalks we now have to reap. By the end of those battles, we had almost completely shifted strategy, and were willing to take significant losses to protect civilians. But it was one of the major military mistakes of the 2nd War.

Gaza wasn't a place Israel was looking to take, where they needed or wanted anyone's cooperation. It's a different kind of battle. Do the damage fast and hard and get out.
