Politicians promise more than they can deliver. When you like the guy who's doing it, you're inclined to overlook it, just like so many Trump supporters don't seem to mind that he's walking back so many of his promises, or were willing to take them as puffery from the start. When you don't like the politician involved, you go and find your news from sources that will confirm your views, and they don't give you the context, or the other things that were said that were reasonable, etc.

Specifically on Obamacare, there has been a very concerted effort by the right to paint the law as a failure. The media is less interested in telling success stories I'm sure there many people who feel deceived about it want to feel deceived, and others don't realize what the law has accomplished.
