I have an ex-boyfriend who has
fibrous dysplasia. His head is literally deformed by weird bone growths in his skull (actually right now it's deformed because half his skull isn't there and he's waiting for the metal plate to be constructed, but I digress). He, objectively, is probably ugly or at least grotesque (at least, before he had the surgery, I haven't seen him since the surgery, and there was a plastic surgeon involved in putting him back together again).
But when we were dating, I found him to be attractive. He has some rather remarkable features that help lessen the deformities and he does what he can to draw your attention away from the top of his head. I guess I'm saying that ugly people can be attractive, at least if they have other good qualities that minimize their flaws.
