The link within the link makes clear (or clearer than the author did) that what the "experts" called clearly unconstitutional was a bill to require one parent to have citizenship yadda yadda yadda. Thus is what the author called "changing the Constitution.". Thus, any dumbness is not necessarily the fault of the experts.
OTOH, the "experts" cited in the link within the link were Chermerinsky, who last I checked was a singular person, so YMMV.
