i read an interview with him once where he explained his mode of selecting roles.
basically he knew he couldn't tell anything from the script so if he could do it temporally (and this was 20 years ago when he was working) he took it. he knew that meant being involving in lots of bad work, but also increased his chance to hit one good every so often.
I think penske read the same interview.
