Hank imagines this is how everyone else saw the Nazis (the last days of the Third Reich, as chronicled by Bob Woodward).
When it comes to Nazis, Hank styles himself as the only person around with the fortitude and clear moral vision to condemn them. But when it comes to current events, he can never know enough to draw certain conclusions about anything. Curious!
