This is true and another issue.

I suspect that the moratorium will end pretty quickly in a significant number of states--probably including ones with a high volume of foreclosures, but lesser procedural hurdles for foreclosure sales. Most states east of the Mississippi will likely take longer to sort out, and I could see Ohio frozen until next summer.
