You conclude this from an article that includes a single sentence in which the author predicts both (1) the bill will lead to higher costs, and (2) the bill will lead providers will cut back on services to meet cost containment goals. Interesting.
I'm not sure how we know anymore today about how successful the bill will be than we did at the time of the vote.
