I just went and looked at Ty's links, which were longer than the other links I'd clicked on - that looks like it was planned. The kids are yelling to protect your eyes long before they get sprayed, there is a second officer shaking a can to get ready to spray, and the officers chat before spraying.
That is even worse than I thought at first. WTF?
