 They're all under the same ATC, and the afternoon sucks for all of them.  I have spent hours on the tarmac either waiting to leave (43 for take off!) or waiting for a gate (4 hours for an international connection at EWR should be enough to allow for a long meal, but no!).  Just look at the flight times for things like the DCA flights--it's a 30 minute flight, listed at 1h10m.  And the median time probably is 1:10, with massive variation.
