 I think that medicare 
doesn't function today. There are three layers of coverage, at a minimum (basic, supplemental, which is private, and prescription). Anything that needs to be sliced into tranches is not operating efficiently.
Are you suggesting that medicare be need-based? If so, I am inclined to agree with you. But everybody thinks I'm a crazy socialist, so you may want to avid getting lumped in with me.
