"Once 270 electors are pledged, the compact would kick in." What does that mean? Like I get Nevada can change how its votes are pledged. but once 270 electoral votes have agreed to go that way then all states are pulled that way, as in a Constitutional amendment? If it is just the state changes its votes in a vacuum, it seems like liberal states are throwing away the chance to flip a vote that the Dem might win even w/o winning the popular vote?
