No one, including the White House, thinks that it is what will happen, because Congress has different priorities.  For the White House to start with a budget that reflects what they thinks they will actually get out of Congress would be negotiating against themselves, because Congress would only start farther away.

The poor seventy-five year old guy, who I am sure expected to be allowed to quietly retire by now, actually got annimated over the idiocy here, and went on for a while about the fact that we're no longer in the days when Catholic families are going to have eight or ten or twelve kids, and virtually every parish priest and practicing Catholics understands that birth control is involved.
