Some of it is also the medias sense that being unbiased means saying good things or bad things about each candidate in equal numbers, regardless of how much of a fool one may make of himself. Nate is, intentionally, more positive about whoever seems to be winning the day, and only neutral in his assessment on days that seem to be pushes.  
 
Reporting that way would be a HUGE shift in american journalism.

And also kind of irrelevant as it seems there is no bet.
 
Which I saw as the point.  Joe said everyone knows the race is a toss up and the Nate is a "joke."  Nate offering a bet that he knows Joe won't accept is a good way to demonstrate that Joe probably doesn't really believe it's a toss up, or at least not strongly enough put his money where his mouth is. |
