I can think of any number of other reasons. I can even think of a few hypotheticals that would legally justify shooting a fleeing suspect (running towards a gun, running to attack someone), but the video confirms that none of those were actually happening here.

I saw something this morning about him having some reason to fear going to jail - unpaid tickets or something maybe - and thus having a reason to run.
As usual, the video leaves some important questions, like what the object that drops at the cops feet was, how that got where they were (didn't look like a roadside), and how much of a struggle happened before the video. Not sure any of that really matters in the end, though.

I think it's a combination of power and an unwillingness to suffer any type of disrespect by people you think are lesser than you. Throw in the fact that you know every single police shooting will be found justified, and you get police violence.
I feel the disrespect and swollen sense of authority almost every time I have interacted with a police officer (when they've initiated). They expect their orders to be followed. Period. As soon as they sense that you are pissed off or haven't acted on an order quickly enough, they are about 3 or 4 words from initiating violence.

Hasn't this been encouraged by a lot of police departments at a policy level? I understand that the broken windows approach in general involves establishing authority and insisting that perps - ah, citizens - be submissive. Officers are trained to be this way.
