Just because committees of psychologists can't agree on labels doesn't mean the condition doesn't exist, unfortunately.  
 
FWIW, my client, an adult, claims to have "oppositional defiant disorder" which is squarely a juvenile diagnosis and also effectively baby psychopathy.  
 
For better or worse, I have learned a fair amount about personality/character disorder (even the broad category names are still controversial) in the past year. One of the things that I've learned about is that there is a fairly significant population of "subcriminal" psychopaths and some of them wear the title with pride. Of course, they also have communities on the Internet!
 
ETA: the "pre" part of the diagnosis, I believe, has to do with the hope/belief that therapy and such may still have positive effect whereas the adult diagnosis has no known "cure" and adult psychopaths are effectively incorrigible.

I teach (as a volunteer) music to 235 first- through eighth-grade students at a school for highly gifted kids, and there are one or two sociopaths in each grade, it seems. A couple of them make me nervous.
