It is. And fascinating all at the same time. I've stumbled on it while channel surfing, and have watched a few episodes. Probably the most fun is watching efforts for the parents to get away without the kids. Because the parents don't want to drop off eight kids with one volunteer (or they can't find anyone crazy enough to host all eight kids at once), the parents drive all over tarnation, dropping off kids. The editing is such that you'll watch for 10 minutes - "we dropped off [x] and [y] at [z]'s house, [a] and [b] at [c']s house," and then realize that they still have four kids to go.
