ETA: If the law were at all logical, it would dictate that the female nipple is the only part of the breast allowed to be exposed and that the bulbous remainder of it, which is what makes it different from the male's otherwise similar anatomy, should be covered.  This would lead to some odd swimwear and cumbersome evening attire, no doubt, but it would be consistent.  The current law is ripe for constitutional challenge, IMHO.
