Oh. I read it as blowhard "business development" deadweight blustering when asked actual legal questions. Complete with "pretty sure" so he can characterize the real rule (which is totally the opposite) as an "exception he forgot about" after he has the legalistic drones back at the office look up the law, and discovers he's flat-out wrong.
