The FDA is too busy working on stuff that the drug companies are lobbying for. And defending against approving things that shouldn't be approved. Or is underfunded. Whatever.

Uh, I mean, it's a conspiracy against Shiseido and L'Oreal, because Japan and France aren't being supportive enough about Iraq.
