Just about all the poker rooms in Los Angeles have this. Usually it's just lose with any aces-full (to 4 of a kind or better). That's a pretty healthy jackpot though, usually in LA it's around 10,000-20,000, depending on how long it's been since it gets hit. The house rakes $1 per hand for the jackpot, and it's a huge money maker for the house.

I've gotten a table share, once. Most often it's when three aces hit the board -- all it takes is one player to have A-goodkicker (kicker must play), and someone else to have a pocket pair.

It's pretty fucking rare. Mazel Tov to your friend.
