And just who investigates such behavior? Isn't peeking into stalls a crime? More importantly, WHY are they investigating such behavior? Two cheerleaders want to go at it in a bathroom stall. So what?

This sets troubling precedent for everybody who's ever used a bathroom stall to take drugs while pretending to be dropping the kids off at the pool.
