Sorry, the cost of living is a bit higher than that, so no mansion and tons of acreage for $1,500 a month (just a regular house with a small lot). As for hiring, I understand your frustration, as recruiters from here tend to be suspect about a candidate if they don't have any roots or some type of connection to Minnesota. They tend to not realize that some may actually want to live and work here without any such connection. I hope you have better luck, but I can't say that others will be less suspect.
